Project "Analysis of socium reflections in mass media"

On agreement with Svanhovd Environmental Centre.

Project substance: According to the Agreement resumed annually since 1995, detailed abstracts in English are compiled of publications in the Russian press on broad range of subjects: ecology, economics, political events, health care, education and events of cultural and social life. Reviews of publications - digests, enclosing territory of the Russian part of Barents Region, are forwarded weekly via e-mail to the Svanhovd environmental centre; here from, they are extended in a range of countries, to numerous addresses according to requests. The digest, as a rule of 50-85 KB volume, contains 6 and more pages of 14 size text. In 2004, about 600 publications were reviewed and inserted in digests. Addressees of the digest have a chance to get acquainted practically in real time mode with analytical releases and publications concerning the Russian part of Barents Region.


"Barents Newsletter on Occupational Health and Safety"

Since 1998, the International Centre of Science, Culture and Education (ICSCE of KSC RAS) provided for publication and distribution in the Barents Region of bilingual magazine "Barents Newsletter on Occupational Health and Safety" (easy access to all the issues via Internet WEB-site http:\\ www.ttl.fi\Barents+Newsletter). Permanent members of editorial board from Murmansk region are Academician of RANS A. N. Vinogradov and Corresponding member of RANS V. A. Masloboyev. ICSCE (now Barents Centre of the Humanities - BCH) is responsible for preparation of authentic texts of the articles in Russian and English, for customs legalization of the edition, which comes from Finland, and for distribution of the edition - in cooperation with Labour department of Murmansk regiont - among libraries of the regiont and protection of labour services of the region's largest enterprises. In 2011, three thematic issues of the magazine were published. They were dedicated to problems of small-scale enterprises (N 1\2011), migrant workers (N 2\2011) and Psychological workload and return to work (N 3\2011) under Euro-Arctic Region conditions.


"Neighbour in the North"

In the framework of Russian-Norwegian program on cooperation

BCH continues its participation in the International Russian-Norwegian cooperation program "Neighbour in the North". In 2004, within the limits of the Program seminars were carried out at the Boundary museum (Svanhovd, Norway) dedicated to: 1.Great Patriotic war, 2. Problems of up-to-date folk arts demonstration in a museum exposition, 3. New technologies in exposition practice. E. Ya. Patsia and O. V. Shabalina were participating in the seminars.


"Barents Environmental Platform"

Within the EU "INTERREG III Kolarctic" program, jointly with Lulea Technological University (Sweden), Rovaniemi Politechnical institute and Oulu University (Finland), Arkhangelsk Technical university, and Kola Sci Centre RAS

Financial support from the Program fund was assigned only for covering the executors' travelling expenses and reimbursement of ICSCE costs for carrying out the International seminar at Apatity on problems to combat oil spills in the northern seas and oil polluted industrial sewage treatment. ICSCE had organized a familiarization excursion on Kola Fjord for an international group of experts in combating of oil pollution; this contributed to elaboration of rational suggestions on making use of Scandinavian experience in forming a program of top-priority measures on improving the water body cleaning system and upgrading the ecological security. It concerns the rapidly developing sector of oil products transportation via ports of Murmansk region. A digest of the International seminar reports' theses was prepared and published. The presentation of it's recommendations in the Internet was ensured on the BEP program site supported by Lulea University.


Project: "Application of interactive integrated estimate and strategy modelling of sustainable development for divides in the Arctic (by the example of Imandra Lake basin)"

Description and Purposes of the Project

The Project is directed towards the study of interconnections between human activity and the environment changes in the Imandra Lake basin and, in particular, of long-term steady living strategy experience of the indigenous population. Two local groups of Russian Sami, who inhabit the Imandra Lake basin, are the objects of the investigation. A significant part of work on the project was made, including archives investigations, study of literature, observation, and interviewing. In 2005 the interviewing of the most aged representatives of Sami communities was made. For supporting of the expected results, the mapping of the traditional Sami territories was accomplished; some artifacts and maps were digitized. Main results were presented in a range of publications in Russian and English.

Project: "Recent System for Disabled People Care in Murmansk Region, Russia"

Description and Purposes of the Project
The Project is presented the scope of information reveal to the problem of handicapped people in Murmansk region, which is collected in the English-language report. The report consists of 5 chapters and content relevant information on the structure of the system for disabled people care in Murmansk region, relevant Russian regulations (laws connected the people with special needs at the state, regional and local levels), with compiled commentaries of the most important issues of Russian legislation regarding people with special needs, presentation of the situation in Murmansk region at whole, the main demographic points and trends, the quantity of the people with special needs in Murmansk region, their living conditions, incomes, benefits, pensions ets.

There were made visits to the institutions for people with special needs and, where the interviews with interested people, responsible persons in Regional and local authorities was made. Theirs' view to the problem and ways for future development of the social care system is presented in the Report.


Project: "Recent System for Young Disabled People Carein Murmansk Region, Russia"

Description and Purposes of the Project
The main task of the project was to present the data, facts and analysis of the System for handicapped children and young people care and service in Murmansk region. The social-and-economic policy development in accordance to improve the disability problem peculiarities in terms of the North dimension. The comparative analysis of the disability models in the countries of the Barents region is presented in the Report.

Some fundamental results of the Projects:
Disability is a complex phenomenon that cannot be avoided by any society, regardless of its social structure and political regime. For the last few decades, disability, which had previously been treated exclusively as a health burden, has started to be studied from the point of view of rehabilitation, medical and social expertise, and even in terms of sociology and social medicine.

The main approaches to the theory of disability and adopted in existing models of disability are briefly described in the Reports. The authors proposes to define the social and economic policies that specifically affect disabled people in terms of the type of economy/the budget available, the size of the regional budget surplus and the values that influence the redistribution of this surplus. Having considered this crucial economic background, the main characteristics of the social and economic policies directed towards people with special needs in Murmansk region are presented in the Reports.

The modern disability models that are being implemented now in the Murmansk region are described, taking into account the global challenges of clustered economics and horizontal links between enterprises. This will demand a new kind of labor force and new professional skills. Given these conditions, advanced technology could be used to develop measures to integrate people with special needs into modern society and to enable them to become economically active/to engage in an economic activity.

The social context in the regional development in the North, which obtains more and more significant nowadays, the authors propose to study at the base of multidisciplinary approach, which includes social, economic, political, legislative, medical and demographic issues. The issues of the scientific multidisciplinary research, presented in the reports are allowed to develop the relevant decisions in regional social-end-economic politics in respect of people with special needs.
