Project: "Lovozero. History of forming and modern features of migrant Sami groups' life"

Matter of project:
Today, almost half of all Murmansk oblast Sami live at Lovozero, where they make 22% of population and count 745 people.

The formed community of Lovozero Sami is not homogeneous. Its forming had taken place in recent times on the basis of local group of Lovozero Sami churchyard, who live there since XIII-XIV centuries and migrant Sami groups of XX century, who have historical roots in other Sami churchyards of Kola Peninsula. This process wasn't natural and owing to this fact it had to result in deep changes both in real life of people and in their consciousness and life guiding lines. Cultural and linguistic diversity inside modern Lovozero Sami community supposes the diversity in return reactions to the present transformations in the state and society. Modern historical transformations intensified existent and uncovered inner national differences in culture and ways of adaptation of individual social and ethnic Sami groups.

Investigation of reasons, character and mainly of inner migrations' social consequences of Kola Sami in the first part of XX century takes as a result a special scientific and social significance. This project is dedicated to solving of traditional tasks: first of all the consideration of the processes of forced migrations in the thirties-sixties of XX century with relation to their influence upon the system of traditional nature management and culture; secondly, reconstruction of cultural originality of three Kola Sami groups; thirdly, investigation of the steadiness phenomenon of cultural identity of every group and its reasons, and questions of adaptation of migrated groups to new conditions at Lovozero.

Matter of project
The object of investigation is the population of industrial and scientific centers of Kola Peninsula (Apatity, Kirovsk, and Monchegorsk) of different sex and generation, social, ethnic, and professional belonging. This population is represented for the most part by migrants of first-third generation. The subject of investigation are the present day ethno-cultural processes taking into account their historical retrospective review: migrations, cultural adaptation, interethnic and inter-confessional relations. Authors proceed from the fact that corresponding social practices are based on historical and cultural experience and cognitive stereotypes, which are strengthened by tradition and individualized at local, micro-group and personal levels. According to working hypothesis, regional social experience including inertial stabilizing mechanisms, correlates with ethno-local self-consciousness; its main parameters are to be identified and can be investigated within the frames of phenomenological paradigm. The project supposes the elaboration and approbation of new research programs, and the use of complex system of empirical material's fixation and analysis. Besides theoretical, the results would have the applied importance for estimation of ethno-cultural and demographic potential of the region, for determination of strategy of Kola North towns' development, elaboration of regional programs of cultural, migration, social, and educational politics.

Matter of project.
The bibliography of publications on reformation of social protection in Scandinavia was made; the experience of organizing the help to invalids in Finnmark and Alta commune (Norway) was studied. By the results, the analytical review was made on history of transforming the system of social support of disabled people in Norway, Sweden and Finland. By the methods of interviewing of specialists, employed at the institutions of social protection, and teachers of social work at University College of Finnmark, the main difficulties were determined of realizing a new paradigm in social sphere. Information was collected and systematized about legislative base of Norway, which regulates the system of social protection. Analysis of social protection system's efficiency and help to disabled people at the municipal level was carried out by means of comparing the existent systems of twin-cities - Alta (Norway) and Apatity (Russia). They made a scheme of functioning and collateral subordination of these cities' institutions for social rehabilitation of disabled people and revealed the most problem zones in organization of such institutions' work. Also, they elaborated the recommendations on forming favourable environment for socialization of disabled people and their integration to public life in the conditions of Russian North.

Matter of project
Methodical principles of historical and social research of demography, migration and employment in the settlement chosen for investigation (Shulyndino, Tyumen oblast). Three questionnaires - individual, family and homestead were elaborated. Complex character of the questionnaires would enlarge traditional investigations of demography, migration and employment with aspects of intellectual and reproduction potential migration, characteristics of management in the conditions of fundamental change in the forms of property, internal and external economic relations.

Conception was worked over of electronic forum based on using informational technologies and telecommunication means for rising the economical efficiency of production activity and regulation in social sphere of the settlement. The forum foresees active multi-functional collection of information including distant one, its processing and elaboration of management decisions using informational technologies and recommendations of specialists included into the project by Internet means.

Co-executor of the project - Golyshmanovo public local lore museum carried out an ethnographical expedition to the settlement; 22 pupils from district settlement and Golyshmanovo secondary schools took part in the expedition. The purpose of the expedition was studying the Shulyndino history, replenishment of the museum's funds with potteries and other homecrafts' goods, and also writing down of folklore - chastooshkas, singing and dancing in a ring and drinking songs, public merrymakings, and traditional patronal festivals.

For substantiation of program means for the next stages of work on declared megaproject, students of information science and applied mathematics faculty of Petrozavodsk state university (Kola branch) under the leadership of scientists of the Institute of information science and mathematical modeling of Kola SC (cand. tech.sci. A.G.Olejnik, cand. phys.-math. sci. M.V.Malkov) executed 10 term papers on the project's theme. Among fulfilled works are substantiation of program and instrument means for using GIS in tasks of agricultural production management at the district level; analytical reviews of the monitoring model in farmers economies of cattle-breeding, plant growing and vegetable-growing orientation; technological and economic analysis and analytical substantiation of program and instrument means of the scientific project and village servers; elaborating the structure of the sociological data base on demography, migration and employment in the settlement; elaboration of data base for informational system "Regional museum of local lore". The executor of the project K.V.Balbyshev fulfilled a graduation thesis on substantiation program means of "Moye selo" site (the leader engineer of IIMM S.A.Boikov). New term papers and graduation theses are foreseen in 2004-2005.

The work on forming the informational village portal "Moe selo" (http://moeselo.ru) is continued. It is presented as informational and cognitive portal of intellectual assistance to revival of Sibir village. In 2004 the first version of the site, created in the form of html pages, was transformed to SMS-system opened for participation of registered users in the project.
